    Ladies and Gentlemen; I am pleased to announce the FY 2013 OERSSIRF Request for Proposals is open. This announcement is being sent out on multiple distribution lists, so you may receive more than one announcement. Please feel free to share with others that may be interested.

    Questions regarding the RFP must be submitted in writing to Susan Wiest. They may be faxed to 405.271.1789 or emailed to susanw@health.ok.gov.

    The OERSSIRF page on the EMS website provides a timeline for questions, the pre-bid conference, and when the proposals are due. The dates for evaluating the proposals will be May 31, 2012 and June 1, 2012. Evaluations will be conducted in Room 1102 at OSDH from 9:00 A.M. to 5:00 P.M. each day. If you would like to serve as an evaluator for the proposals, please let me know.

    The site listed below will provide you the Local Coverage Determination from Highmark - Novitas Solutions that will go into effect April 12, 2012. For those companies that have had TrailBlazer as their Medicare Administrative Contractor, you will notice the similarity with the lists of medical conditions that TrailBlazer uses. One list is for transports to the hospital and the other is for transports from the hospital. You should always try to use an ICD-9 code on one of these lists, in the first position, any time possible.

    The Oklahoma Ambulance Association is pleased to announce that we will be returning to the beautiful History Center in Oklahoma City for our Spring Conference Wednesday, March 28th. Conference, speaker information and registration forms, for participants and vendors, can be found in the attachment. Come to this great educational opportunity on Wednesday the 28th and stay for the EMS Capital Day and the Stars of Life Celebration on Thursday the 29th.

    In the attached document you will find a summary of the Interim Report currently in the Public Health and Social Services Subcommittee/Appropriations and Budget Committee. This report calls for a Study of emergency medical services in regard to structure and financing of ambulance services on state and local levels€. This summary has links to numerous other reports of interest.

    The 2012 annual Stroke Conference will be held February 24th in Oklahoma City. This year's conference carries 6 hours of CEU for EMS, and is truly focusing on Stroke for the ED Decision-Makers. Please see the attached flyer for more information.

    CMS issued its final rule regarding Accountable Care Organizations. This final rule includes multiple modifications to the proposed rule that CMS issued in March. The central idea is that providers will voluntarily come together - in order to get paid - as Accountable Care Organizations (ACO's). They will provide care for a geographical region, and contract for services like ambulance transport, hospitalization, primary care doctors, etc. Attached is an article and chart published by Acting CMS Administrator, Don Berwick in the New England Journal of Medicine.     The Oklahoma Ambulance Association will be holding its Fall Conference on Friday, October 14, at the Oklahoma History Center in Oklahoma City. This year'€™s speakers will include Gail Atnip from TrailBlazers, Bob Kellow from Lariat Partners, and Allen Hutson, from Crowe & Dunlevy, attorney-at-law. The host site for the OKAMA conference is the Oklahoma History Center, Chesapeake Room. The center houses the history museum of the State of Oklahoma, and is located across the street from the Governor's mansion at 2401 N. Laird Avenue in Oklahoma City. The museum opened in 2005 and is operated by the Oklahoma Historical Society. It preserves the history of Oklahoma from prehistoric Native American tribes to the present day. Participants are encouraged to make reservations at one of the many hotels around the capital.

This conference will include a full slate of industry-specific speakers who will bring their knowledge and expertise to this comprehensive event. We are returning to the Oklahoma History Center as the host site for this one-day conference.     Good Afternoon Ladies and Gentlemen; A few weeks ago, we sent out notifications regarding the Oklahoma Emergency Response Systems Stabilization and Improvement Revolving Fund, or OERSSIRF Grant Project. In order to complete the process, the Department needs nine persons to review and score the proposals. So, this is a request for persons to serve as evaluators. The requirements are: 1) Not be affiliated with an agency or entity that is submitting a proposal. 2) Be available for the entire review process. The dates we have set aside for the reviews are June 13, 14, and 15. We do not know how long the review process will take, but each reviewer should be prepared to stay for the three days. The review process is open to the public. However, there isn'€™t any interaction between the reviewers and the public. The Department is unable to pay for your lodging, meals, travel, or your time. A drawing will be held on the morning of Monday, June 13 to determine the nine persons that will serve on the review panel. Persons willing to serve on the panel need to be in Room 806 at the Health Department at 0830 in order to take part in the drawing. Thank you for your consideration in this matter. We appreciate your willingness to volunteer for this project. 

    Last year, the Department dispersed approximately 1.2 Million Dollars to EMS Agencies. That was accomplished because volunteers were willing to serve as reviewers for the proposals we received.
