Legislative Watch 2022

There are several Bills working through the Oklahoma House and Senate which have the ability to either positively or negatively impact EMS in our state. We want you to be aware and also hear what work OKAMA is doing on behalf of both member and non-member EMS entities to ensure the funding of EMS systems while keeping citizens safe. Below is a brief summary of the legislative initiatives. Remember that you can look them up to read them in detail and also follow their progress in the Chambers and Committees by using this search:

HJR1057 – Proposed amendments increase the Mill Levy cap for 522 District funding. In current form, the proposed cap increases from 3 mills to 10 mills. OKAMA is actively encouraging lawmakers to pass this measure. As you speak with your legislators and their constituents, remind them that, with this important constitutional change, taxation does not automatically increase for taxpayers. Successfully seeing this bill pass would then allow communities who are served by a 522 District to vote on how much they are willing to enhance EMS funding in their area, or, allow it to remain the same. Even if your EMS agency is not part of a 522 District, we believe it is important for you to support this measure. We all benefit when EMS systems anywhere in Oklahoma find supporters to enhance system funding!

SB1441 – This Senate Bill adds language in 63 O.S. 2021, Section 1-2515 that would allow EMS companies to contract with hospitals in ANY area of the state to provide interfacility transports. This practice would be allowed even when a sole-source or exclusive contract is in place with the local EMS entity. OKAMA strongly opposes the proposed language and is asking legislators to vote against it. You know that local EMS services rely on user revenues generated from providing both emergency and non-emergency transports to the communities they serve. OKAMA believes the passage of this measure would threaten funding systems in place for local EMS, and bypass EMS oversight and medical direction mechanisms established by those local communities.

SB1515 – Amendatory language addresses Title 63, Section 1-2503, beginning with a proposed change to allow certified EMRAs to transport patients in limited situations and only upon approval of appropriate medical control. Later in the document is new language that removes, from transport protocols, an obligation to transport some patients whose condition does not warrant ambulance transportation. It would be a good idea if you read those sections in the bill to understand better what they mean to you. OKAMA is currently choosing neither to support nor oppose this bill. It may make sense that some EMS agencies and patient populations could benefit from the language change. However, it will be wise to follow this bill and anticipate what conversations you will want to have with your medical director and area EMRAs should it pass. OKAMA believes that successful implementation of either of these changes will depend on strong communication between public entities, active medical director involvement, and robust polices that emphasize patient safety.

HB3132 – Language in the bill proposes new law to be codified in a new section identified as Section 1-2516.1 of Title 63. This change would allow the governing body of (local EMS) “…to enter into agreements with local first responder agencies…for the purpose of acquiring assistance with emergency medical response.” The language is vague and does not specify EMR, police officer, firefighter or other specific first responders. It appears that the local governing body would determine who they would allow to respond to or from an emergency request in the ambulance. OKAMA recognizes the need to support ambulance services of all sizes across the state, and we know many services are struggling to secure traditional EMS employees. The vagueness of the language is concerning. OKAMA continues to evaluate this bill and we would appreciate hearing from you if you have a position on the proposed amendment.

HB4371 – Proposed language here would amend Title 85A, Section 47 (worker’s compensation) and is specific to weekly benefits paid to a surviving spouse of public safety officers (including EMTs). Existing language identifies that those payments would continue while the surviving spouse remains unmarried. The proposed change would continue those payments whether or not the surviving spouse remarries. OKAMA supports the amended language and encourages legislators to unanimously support it. We appreciate that the state recognizes the important contribution that EMS providers make to the well-being of Oklahomans.

The 2022 Oklahoma Ambulance Association’s Membership Drive is Underway!!

The Oklahoma Ambulance Association (OKAMA) is pleased to announce our 2022 membership drive and we welcome back our current members and we look forward to new members joining the ranks of our Association. As we look forward to 2022, we will continue to work diligently, improving and protecting the ambulance industry’s place in the state, but we need your help and support to continue our mission. Our industry continues to face incredible reimbursement and funding issues as well as regulatory concerns at a local, statewide, and national level. The challenges are complex, but with your support the Oklahoma Ambulance Association can make a difference.

Last winter, OKAMA was instrumental in receiving and distributing Coronavirus Aid, Relief and Economic Security (CARES) funds that were allocated to the state by the federal government. Our comprehensive request document resulted in a $5,000,000 award that was distributed to all licensed ambulance services that provide ground emergency medical transportation in our state. None of this would have been possible without OKAMA and your support.

Since 2002, OKAMA has worked countless hours to promote communication, understanding and advances for EMS in our state and our work continues. We at OKAMA stand ready to represent the interests of EMS and ambulance services in the unexpected situations that present any new challenges. OKAMA continues to be strong. Our member companies account for over 85% of all ambulance transports in the state of Oklahoma; these numbers allow OKAMA to be a strong advocate for the Oklahoma ambulance industry.

The Oklahoma Ambulance Association and its Board of Directors extend our deepest sympathy and heartfelt condolences to the family, friends, loved ones as well as the personnel and medics of Creek County EMS in the death of Rita Diehl.

Rita Diehl, Executive Director of Creek County EMS, honorably served her local EMS community for over 39 years and proudly served all of Oklahoma EMS through her leadership and very active role as member and President of the Oklahoma Ambulance Association. Our dear friend and colleague will be greatly missed.

OKAMA Secures $5 Million in COVID Relief Funds for Oklahoma Ambulance Agencies

To Receive a Share of the Funds, Providers Must Act by 5:00 P.M. on 12/27/2020

OKAMA is pleased to announce that the State of Oklahoma has directed at least $5,000,000 to Oklahoma’s EMS industry. The distribution, received on December 22, 2020, comes from Coronavirus Aid, Relief and Economic Security (CARES) funds allocated to Oklahoma by the federal government.

Licensed ambulance services that provide ground emergency medical transportation in Oklahoma will be eligible to receive funding equaling nearly $6,200 per licensed transport ambulance. Additional funds could be secured in the future.

OKAMA board members are making an effort to contact each licensed provider in the state about this funding opportunity. Providers must apply for funds by completing a simple form and must agree to spend the funds in a way that complies with federal requirements. The deadline for application is 5:00 P.M. on 12/27/2020

OKAMA expects to begin distributing funds by the second week of January 2021. By accepting funds, providers agree to make available documentation of expenses that prove qualification to receive these funds. OKAMA is confident that all licensed services have incurred expenses from March 1-December 30, 2020 related to one or more of the following:

- Expense related to increased need for masks, gowns, and other personal protective equipment (PPE) to protect against potential exposures to COVID-19.
- Expense for personnel who missed work due to COVID infection, isolation, or quarantine, but were paid while away.
- Expense for personnel who covered the absence of sick, quarantined or isolated employees.
- Expense for increased staffing to meet local requirements, expectations, or operational objectives.
- Expense related to increased use of supplies (oxygen, drugs, or other non-PPE supplies) as patient transports showed increased acuity (sicker patients) and increased frequency.
- Expenses related to increased per-item costs for PPE and other supplies as demand increased and available supplies decreased.
- Expenses related increased costs of the decontamination of ambulances, equipment, personnel and stations.
- Expense related to responding, providing care, and transporting an increased number of patients who had no or inadequate healthcare coverage due to loss of employment or work.

The list is not all-inclusive, but we believe that all of the experiences listed above will qualify under the government’s description of qualifying expenses. As with all grants of government funds, recipients should expect that expenditures to qualify are subject to review and audit.

Again, the deadline to apply for CARES funding of approximately $6,200 per licensed transport ambulance is 5:00 P.M. on 12/27/2020

Spring/Fall 2020 UpdateConference Update

The Oklahoma Ambulance Association (OKAMA) hopes that all the EMS providers, vendors and suppliers are finding a way to safely function during these trying times. We are hoping the second half of 2020 brings a healing and return to something that resembles a more normal level of activity in this state. As we look to the future, OKAMA has selected Wednesday, October 14th for our one-day event. We hope to hold both our Conference and STARS of Life celebration on that day and evening, respectively . We understand there are still hurdles to clear and we will be closely monitoring the situation and discussing precautions. The Board of Directors will make a final decision later in the summer but until then, please “Save the Date” and we hope to see you then!

This event has unfortunately been canceled. It is our hope that the spring of 2021 will be more normal, allowing OKAMA to once again provide a great conference and Stars of Life Banquet. 2020 Stars will be recognized along with the 2021 Stars of Life recipients.

It is with very heavy hearts that we share the passing of our friend, colleague, and leader, Steve Williamson.

H. Stephen Williamson, 68, of Hope, Arkansas, formerly of Tulsa, Oklahoma, beloved husband, father, grandfather, brother, and uncle passed away suddenly on November 3, 2018 at his home.

Preceded in death by his mother, Evelyn Williamson, father, Hershel Williamson, and first wife, Pat Williamson, Steve is survived by his best friend and wife Rebecca Williamson (Smith); his two adored daughters Jennifer Thomas (Jason) of Tulsa, Oklahoma, and Ashley Schneeberg (Matt) of Jenks, Oklahoma; his brother, Mark Williamson (Theresa) of Broken Arrow, Oklahoma; and his five step children, Blake Burruss (Rachel), Krista Sands, Holly Chapman (Joel), Sarah Lyn Smith and Jay Darrin Smith. He was an exceptional grandfather to his beautiful grandchildren and step grandchildren, Asa and Will Thomas, Kate and Ava Schneeberg, Barrett Burruss, Addysion Sands, Brycelyn Wiedel, and Gabe Chapman. He is also survived by numerous cousins, nephews, a niece, and his aunt, Blanche Wilson.

H. Stephen Williamson was the president and chief executive officer of Emergency Medical Services Authority (EMSA) since the Authority began operations in 1978, and served for over 39 years. Under Williamson's guidance, EMSA grew into Oklahoma's largest EMS provider and one of the country's most effective ambulance systems, achieving the standing of top 1% of ambulance services nationwide with accreditation by the Commission on Accreditation of Ambulance Services. Due to his visionary leadership and passion for service, EMSA provided outstanding patient care, saving countless lives throughout Tulsa, Oklahoma City, and the surrounding counties. Prior to his tenure at EMSA, he served as administrator of Enid Memorial Hospital. He was a graduate of the University of Tulsa, earning a B.S. in Finance, as well as a Master’s in Public Health from the University of Oklahoma. Prior to his death, Steve was the Chief Financial Officer at Pafford EMS, the largest ambulance service provider in Arkansas.

Steve was a revered national leader in EMS. He held numerous national and state leadership positions including President of the American Ambulance Association, President of the Coalition of Advanced Emergency Medical Systems, Governor’s Appointee to the Oklahoma Emergency Response Systems Advisory Council, and President of the Eastern Oklahoma Chapter of the Muscular Dystrophy Association. He was a graduate of Leadership Oklahoma Class XX.

Family will receive those wishing to pay their respects at a lunch and visitation beginning at 11:00 a.m. on Thursday, November 8, 2018 at Fletcher Hall (attached to the church). Services will immediately follow at 1:00 p.m. at Parish of Christ the King Catholic Church, 1520 South Rockford Avenue, Tulsa, Oklahoma 74120. Internment at Calvary Cemetery is 9101 South Harvard Ave., Tulsa, OK 74137 .

In lieu of flowers, donations in Steve’s honor may be made to Bishop Kelly High School, 3905 South Hudson Avenue Tulsa, OK 74135 and the Code Green Campaign, P.O. Box 15365, Spokane Valley, Washington, 99215. Code Green advocates for mental health-, PTSD-, and suicide awareness for EMS.

Steve touched countless hearts over the course of his extraordinary life. He will be forever loved and missed by all his family, friends, and colleagues.

2019 Dues Increase

SUBJECT: 2019 Dues Increase

During the April OKAMA Board Meeting the Board of Directors voted to increase dues, for the first time in 10 years. These changes have become necessary to continue to fund the important legislative and educational work the Association provides for the ambulance industry in the state. The following changes and increases will become effective for the 2019 membership year.

ACTIVE MEMBERSHIP

Dues will be calculated by the number of transports your service had for the previous year, July to July.
If your company had 100 transports or less your membership is free (no change)
If you pay $2,500 or more your company will receive unlimited free attendance at the two OKAMA conferences (no change)
If your service transports less than 2000 annual transports your dues are $.50 per transport (no change).
If your service transports greater than 2001 annual transports your dues are $.65 per transport plus $.25 per transport for those transports over 6001 transports.
Maximum dues are $5,000.00 per state license number.

ASSOCIATE MEMBERSHIP

Dues will be calculated by the number of transports your service had for the previous year, July to July.

2018 Stars of Life: Erin O'Grady, REACT EMS

Erin O’Grady has proudly served as a Paramedic at REACT EMS since April 2012. A Westminster, Colorado native, he competed his EMT-Basic and Paramedic training at Gordon Cooper Technology Center after moving to Shawnee. REACT has implemented a sole-Paramedic Response unit in a large, remote portion of their response area. Erin expressed interest and was selected as his primary assignment.

Erin is deeply committed to his patients. He finds the most rewarding part of his job to be the opportunity he has, “to care for patients when they are having what may be the worst day they have ever experienced.” This is especially important to Erin as he has elected to work in REACT’s South County unit, which encompasses his own neighborhood. He notes that while it is harder than he imagined to respond to calls for people he personally knows, he values deeply the trust they place in his skills.

One of Erin’s most memorable moments at REACT took place when he was called to care for an eight-year-old girl who had been stung repeatedly by wasps. The young patient was in full anaphylaxis, with hives and respiratory distress. Erin worked quickly and very effectively to stabilize her breathing and reaction while the transport unit responded from so far away. The young patient was fortunate that Erin was close, knowledgeable and skillful.

In addition to serving patients with dedication, Erin works to build strong relationships with our partners in the remote area we serve. He has worked to meet with our volunteer fire fighters and others to improve their knowledge and responses to medical emergencies.

As he looks to the future, Erin plans to continue to build upon REACT’s already-stellar relationship with the public. He will do so through the continuation of our program offering routine health checks for senior citizens, in addition to new and ongoing initiatives to educate citizens about the importance of CPR and the Stop the Bleed program.

When not at work, Erin enjoys spending time with his wife, Shantel, a schoolteacher, as well and his children Ewan, Brennen, and Keira.

With his thoughtful and compassionate dedication, Erin is a leader and role model for his peers and his community. REACT is proud to recognize Erin O’Grady as a 2018 Star of Life.

2018 Stars of Life: Jayeah Haske, Life EMS

LIFE EMS congratulates Jayeah Haske on her selection as a 2018 Star of Life recipient.

Jayeah joined the Life EMS Emergency Dispatch Center in 2016, and has since become a vital and integral part of the Life EMS Team. During her last two years at Life EMS, Jayeah has grown into a leadership role in the communications center. She is a Nationally Certified Emergency Medical Dispatcher from the International Academies of Emergency Dispatch with the use of ProQA Emergency Medical Dispatch criteria. Jayeah takes her job as an EMD seriously and states that her goal is to return the crews that she dispatches safely to their families after their shift is complete.

Jayeah comes as a transplant to Oklahoma from her home state of Florida. She says that she "has come enjoy living in Oklahoma and the joy of two different weather seasons in one day, along with a dose of earthquakes.” She and her husband, Michael, manage to balance the demands of her night shifts at Life EMS with their three amazing children ages four, ten, and thirteen.

Congratulations, Jayeah, on being chosen by your fellow employees to represent Life EMS as a 2018 Star of Life.

Life EMS congratulates “Star of Life 2018” recipient Tawny Province-Ward.

Tawny joined the Life EMS team in 2017 as an EMT/EVO, and has been an integral part of the team since. She generously gives of her time and does whatever is asked of her unselfishly.

Tawny attended EMT-Basic training after which she attained a National Registry Certification and State of Oklahoma EMT License. Tawny had long been in the public safety field prior to becoming an EMT. Previously, she served as a reserve patrol and juvenile detention officer.

Tawny is married to her husband, Michael Ward, and they have a two year old daughter, Juliana.

Jozcelynne "JB" Luellen has served Bryan County EMS for the past six years.

JB has a personal passion for ensuring the safety of the children in our community. For the last three years, she has led Bryan County EMS's car seat program. JB also assists with the annual Bryan County car seat inspection weekend. Throughout the year, she completes inspections at the Bryan County EMS Station in Durant.

JB is happily married to Jacob and a proud aunt. In her free time, she enjoys crossfit.

Casey Dodson joined LifeNet in April 2011 among a group of new employees who helped create an entirely new EMS delivery model for the Stillwater, Oklahoma area and surrounding communities. This new venture was challenging for all involved, and Casey contributed his years of EMS experience and knowledge to our success. He now has served in EMS for seventeen years.

His coworkers know Casey as a senior partner who can handle any scenario or difficult scene. He is frequently paired with new employees during Field Training and employee development processes. A new medic can be comforted knowing that if Casey is his partner the shift will go well.

Casey also likes to have fun at work. He revels in ‘poking the bear’ whenever a manager is around, usually to get a reaction, but often to bring attention to an issue with possible solutions. When he is away from work, Casey enjoys spending time with family and friends. He helps with charitable functions in the community as a member and an officer of the Stillwater Elks’ Lodge.

2018 Stars of Life: Nicholas Goff, Pafford Medical Services

Since 2015, Nicholas Goff has impressed his colleagues by serving as a leader, staying motivated, and being positive. He began his EMS career in 2013—earning Employee of the Year for Westville EMS—before joining Pafford as a PRN NREMT. Nicholas quickly obtained his NREMT-Advanced certification; today he is an Nationally Registered Paramedic as well as a Field Training Officer.

Nicholas earned his EMR certification from Kiamichi Technology of Poteau, Oklahoma; his EMT and EMT Advance certification from Indian Capital Technology of Stillwell, Oklahoma; and his paramedic certification from South Ark Community College. He is a big believer in continuing education.

In addition to delivering critical medical attention and advanced life support to injured/ill individuals at emergency scenes, while onsite and in transit, Nicholas assists with daily truck and equipment checks, ordering supplies, and scheduling. He is motivated to attain both personal and organizational objectives including helping Pafford achieve CAAS accreditation.

Nicholas is also thrilled to be able to make a difference in the lives of the patients he treats. Understanding how important community service is, Nicholas participated on a volunteer fire department after obtaining his EMR license, responding to fire and first responder calls. He and his dog, a Dalmatian, also visited local schools to teach children about fire safety. Today, he volunteers in the areas of education and skills check-off.

Nick’s has a work ethic is second-to-none, which shows in his job performance and in his overall demeanor and attitude towards making his workplace comfortable for others. Nick is “that guy” that inspires people around him to take a little extra initiative at the station and to exceed expectations. Nick is also very dependable. While he can be counted upon to assist in covering many open shifts here in Sequoyah County, over and over again he has also shown himself to be the go-to guy in helping to cover deployments. He has significantly participated in all four Pafford EMS deployments this past year.

Lastly, Nick is very goal-oriented. Anytime Nick sets out to do anything to better himself or our service, rest assured it will be done. Nick doesn’t just complete things: he excels at everything he does. You can see this in his dedication toward his continued education, and simply observing the way he completes delegated tasks. Nicks takes pride in his work, and he sets the bar for his fellow employees.

Hughes County EMS is proud to nominate Christopher Miller, NRP as a 2018 Star Of Life. Since 2015, Chris has been instrumental in the growth and advancement of Hughes County EMS.

Chris began his career at HCEMS as a field paramedic. He then rose in rapid succession to Field Training Officer and Clinical Operations Supervisor.

In his position as Clinical Operations Supervisor and Lead Instructor, Chris has implemented training programs to help HCEMS provide the most advanced levels of care possible. He was also instrumental in the campaign for the 2016 HCEMS Bond and Capital Improvement Project.

Chris strives for excellence in all he does, and he is always available to help medics advance their skills or learn new procedures as they are developed.

Chris has become one of the public faces of HCEMS. He is always the first person to volunteer to represent us at community meetings, education festivals, and health fairs across the county. Our community knows that if they have a concern, Chris will do his best to find a solution.

It is for these attributes that HCEMS is proud to nominate Chris Miller as our 2018 Star of Life recipient.

Hughes County EMS is proud to submit Kristy Lashbrook as an OKAMA Star of Life. Kristy, a Holdenville native, is very passionate and driven in her role as Director of EMS, where she has served since 2010. Prior to that time, she served first as an EMT and then a Paramedic, starting her career at HCEMS in 2006.

When Hughes County EMS was on the verge of financial ruin in 2010, Kristy was tapped by the EMS Board to serve as director, where she played a significant role in reorganizing the service and mapping out a sustainable plan for its future. She implemented the use of a new billing company and a new electronic patient care reports vendor, as well as hired of grant writers. She worked diligently to help the service become a bigger partner in the community, helping to pass a $1 million EMS bond as well and the largest capital improvement plan in HCEMS History.

Kristy led Hughes to become an affiliate campus for our Voc-Tech, providing free EMR classes to area fire departments, stocking the medical supplies for all fire department and law enforcement vehicles, attending countless community meetings, tireless outreach support, and so much more. Kristy ensures that even though we are a county service that the county citizens know we are there for them in every way.

As a paramedic, Kristy is best exemplified by the following words: professional, reliable, passionate, caring and community-focused. As director, Kristy never fails to lift the spirits of a coworker with a kind word or to take extra time to ensure staff really understands Hughes County EMS’ goals and their role in helping attain them. For these reasons and more, Hughes County EMS and our Board of Trustees nominate Kristy Lashbrook as a 2018 Star of Life.

2018 Stars of Life: Brandon Jones, EMSA

Some people are known to wear their hearts on their sleeves. Brandon Jones is known to wear his life’s mission on his forearm—literally. Two verses from the 82nd Psalm are tattooed on Brandon’s arm and speak to his commitment to be a servant and protector of those in need. It’s both ironic and poignant, given that Brandon has found himself in great need more than once.

Brandon joined the EMSA team as an EMT in 2009. He started paramedic school in 2010, but battled alcohol abuse, financial crises and, ultimately, homelessness. With support from his EMSA family, Brandon got back on his feet, stopped drinking and graduated. But Brandon relapsed after responding to an apartment fire that killed two children. Then, while working to maintain good health, Brandon suffered a devastating injury that took him off the ambulance. He was offered a position as an emergency medical dispatcher in 2014 and has since flourished, personally and professionally. Brandon is renowned for making quick, strategic decisions and championing the interests of patients and field crews alike.

Brandon has been with Creek County since September of 2009. Originally employed as a paramedic, Brandon was promoted to Field Training Officer in 2011. In 2014, Brandon was promoted to Supervisor / Compliance Resource Center position.

Brandon is highly respected by his peers and his opinion is frequently sought by other staff members. He has always shown great mentorship to junior paramedics. In 2017, Brandon was tapped to become the company's Safety Officer. As he is self-motivated and highly attentive to detail, Brandon has brought the safety program for our agency to fruition. He developed policies and implemented features that enhance the security and protection of every aspect of our organization. His development as a safety officer has become a valued asset to our company. Brandon is currently pursuing a Bachelor of Science degree with a major in environmental health and safety management.

He is a member of the Oklahoma Safety Council and the American Society of Safety Engineers. To help support his lovely family consisting of a spouse and two daughters, Brandon works part time with a flight service and is a mem ber of the International Association of Flight and Critical Care paramedics. In his very limited spare time Brandon enjoys hunting and is a firearms enthusiast.

2018 Stars of Life: Brandt Hiler, Muskogee County EMS

Brandt Hiler has always had a passion for helping others. As a teenager, Brandt began volunteering for a local fire department. He began his career with Muskogee County EMS in 2004 as an NREMT-Basic and in 2007 he received his certification as an NREMT-Paramedic. Brandt has served the citizens of Muskogee County for 13 years.

In 2015 Brandt became a Field Training Officer. Brandt says he enjoys helping new employees and co-workers, whether they are beginning their EMS career or when transitioning to a new licensure level. He is well-known for taking the time to explain and educate others.

In 2016, Brandt was honored for his service to a pediatric car accident victim. The physicians who were caring for the patient at a pediatric rehabilitation facility said, “Had it not been for the care that the patient received on the scene of the accident, the patient would not be alive today.” In 2017 Brandt also received awards for saving the lives of two patients, and was voted Paramedic of the Year by his peers.

Brandt is known for his compassion, hard work, and dedication. He remains calm under pressure, and shows true leadership by quietly going above and beyond and never asking for acknowledgement or recognition.

Brandt is admired by all who know him, most especially by his wife, Angela, and his children, Kaben and Kendall. When off-duty, Brandt enjoys spending time with his wife and kids, fishing, hunting, and flying.

Because of Brandt’s outstanding professionalism and his exemplary performance, Muskogee County EMS is honored to endorse Brandt Hiler for the Oklahoma Ambulance Association Star of Life Award 2018.

2018 Stars of Life: Kristen Bias, Muskogee County EMS

Kristen began her career at Muskogee County EMS in 2015 as an EMT. In 2016, Kristen earned her certification as an Advanced EMT and in 2017 she became a Field Training Officer.

In 2017 while on a medical call, a shooting that was not related to her initial call occurred on scene. Kristen immediately triaged the scene to allow for the continued care and safety of her initial patient and partner while also locating the shooting victim and rendering care until another unit could arrive. This call is just one example of why Kristen is known for remaining calm under pressure and showing true leadership. Kristen did not hesitate to go to the aid of the victim even though it was an unsecured scene and her own personal safety was compromised.

Kristen has always had a passion for helping others. She is selfless, hardworking and dedicated. She is always willing to work, whether she is putting in extra shifts, assisting with Public Relations events, or teaching a new employee. She is also known for her positive attitude and smile, no matter how busy her shift has been. In 2017 Kristen was voted by her peers as the the Advanced EMT of the Year.

Kristen is admired by all who know her, most especially by her husband, Matthew. and her children Emma, Tuxie, Jacy, Alex, Caden and Addison. When off-duty, Kristen enjoys spending time with her family at sporting events and boating at the lake. Kristen also enjoys painting and playing with her dog, Lucy.

Because of Kristen’s outstanding professionalism and her exemplary performance, Muskogee County EMS is honored to endorse Kristen Bias for the Oklahoma Ambulance Association Star of Life Award 2018.

John Johnston is a Relief Crew Chief (Lieutenant), and has been with EMSStat for three years.

John is one of the most professional people we have ever had the pleasure of working with. John is the type of person whose efforts are never less than 100%, and therefore never marginalized. John is respected equally by his peers and leadership because of his "can do" attitude and desire to succeed. John is always the first one to tackle any task, usually without being asked.

John recently left the Oklahoma National Guard after 15 years of service, first in the infantry, then as a combat medic. John was the senior Staff Sergeant in his unit and has been deployed twice to the Middle East, most recently to Afghanistan.

John Johnston is a cornerstone member of our team,an excellent Field Training Officer, and a committed member of EMSStat’s SWAT Team. John also has exceptional documentation and teaching skills that he shares with the EMSStat staff and new recruits.

Megan joined EMSStat in August 2016 and has been a great employee since. She is the kind of person every supervisor wishes they could duplicate.

Megan sets an example for other employees by always having a smile and a can-do attitude. She never complains about any tasks assigned to her.

Megan is one of those folks that arrives early for work, then waits to make sure everyone shows up before she leaves in order to keep ambulances in service.

Megan was one of the EMTs chosen to fill in on a regular crew schedule and work the regular shift for that crew. She has been able to balance her work and school schedule to keep herself focused.

Supervisor SimLab Replaces OKAMA Fall Conference

On September 28^th the American Ambulance Association (AAA) and the Oklahoma Ambulance Association (OKAMA) will be co-hosting a Supervisor SimLab at the EMSA headquarters in Tulsa starting at 9:00 a.m.

Members of either the AAA or OKAMA will receive the discounted rate of $175.00. Because of the timing of this co-hosted event OKAMA will not hold a Fall Conference in 2017. We hope all of you take advantage of the excellent educational opportunity that this SimLab provides geared toward the development of EMS Leadership.

Ford Recalls 2015 to 2017 Transits

Please be advised that Ford has issued a recall of late-model Transits.

From the Ford website:

Ford is issuing a safety recall for approximately 400,000 2015-17 Ford Transit van/bus vehicles with medium, long and extended wheelbases and chassis cab/cutaways with medium wheelbases to replace the driveshaft flexible coupling.

In the affected vehicles, continuing to operate a vehicle with a cracked flexible coupling may cause separation of the driveshaft, resulting in a loss of motive power while driving or unintended vehicle movement in park without the parking brake applied. In addition, separation of the driveshaft from the transmission can result in secondary damage to surrounding components, including brake and fuel lines. A driveshaft separation may increase the risk of injury or crash.

Ford is not aware of any accidents or injuries associated with this issue.

Affected vehicles include 2015-17 Ford Transit vehicles built at Kansas City Assembly Plant, Jan. 17, 2014 to June 15, 2017.

The recall involves approximately 402,462 vehicles in North America (370,630 in the U.S., 2,361 in federalized territories, 3,217 in Mexico and 26,254 in Canada). The Ford reference number for this recall is 17S15.

Based on the field data, Ford does not expect the current flexible couplings to deteriorate sufficiently to result in driveline separation in vehicles with less than 30,000 miles. Hence, for affected vehicles with under 30,000 miles or vehicles that have had a driveshaft or driveshaft flexible coupling replaced within the last 30,000 miles, no alteration or interim repair is required until the vehicle or replaced flexible coupling reaches 30,000 miles. At that point, the customer should schedule an appointment with their dealer for the interim repair to be performed.

For affected vehicles with more than 30,000 miles, the interim repair will consist of replacing the driveshaft flexible coupling every 30,000 miles until the final repair is available and completed. Owners will be notified by mail and instructed to take their vehicle to a Ford or Lincoln dealer to have the flexible coupling replaced immediately at no cost. When the permanent repair is available, owners will be notified that they may schedule an appointment with their dealer to have either a redesigned flexible coupling with a modified driveshaft bracket and shield or a revised driveshaft equipped with a universal joint installed at no cost.

FDA Extends Usage Dates for Some Injectable Drugs

Due to the ongoing critical shortages of injectable drugs used in critical care, FDA is alerting health care professionals and emergency responders of updated dates through which some of these injectable drugs, manufactured by Hospira Inc, a Pfizer company, may be used beyond the manufacturer’s labeled expiration date. To help ensure patient safety, these products should have been — and should continue to be — stored as per labeled conditions.

Hospitals that have the following lot numbers in stock will be able to use them through the corresponding new use dates to help with supply. As data on additional emergency syringe products and lot numbers become available, this list can be expanded.

CAAS GVS Ambulance Remount Forum June 7

The Commission on Accreditation of Ambulance Services, Ground Vehicle Standard Division (CAAS-GVS) will be holding an open forum for organizations involved in the remounting of ambulances. The intent of this meeting is to identify and establish a dialogue with FSAMs and third party Remounters of ambulances in an effort to collect information that may be used in an identified project to create standards for the ambulance remount industry.

Any organization with interest in this topic is invited to attend, including ambulance builders, remounters, regulators, customers and component/material vendors.

OERSSIRF 2018 RFP Released

The message below was delivered to OKAMA on May 15 from the Oklahoma State Department of Health's Administrative Program Manager, EMS Division, Dale Anderson.

The Oklahoma Emergency Response System Stabilization and Improvement Revolving Fund FY 2018 (OERSSIRF FY 2018) Request for Proposals (RFP) has been released.

The completed proposals are to be returned to the Department by June 13, 2017 at 3:00 P.M. CDT.

The pre-proposal conference is scheduled for Monday, May 22, 2017 at:

REACT EMS is proud to recognize Matthew Bradshaw as a Star of Life 2017. Matt is a Field Training Officer and Critical Care Paramedic who has spent seven years with REACT.

Matt is most appreciated for his tireless efforts to work with new Paramedics, developing them into skilled practitioners. To a person, Matt’s mentored Paramedics compliment his ability to help them identify areas to study as well as his ability to help them understand material to a level that enhances their patient care skills. Matt takes great pride in each of his charges, but never seems to overwhelm them with his expectations. A sign of a true leader is one that makes others around him better. Matt Bradshaw is a perfect example of that characteristic.

Matt was Active Duty military for six years, and spent four years in the Reserves. He served in the Air Force, Army, and Navy. He started his EMS career as his military ended. He has worked for a variety of EMS organizations, and has been benefiting REACT since 2008.

Matt and his wife, Shannon, are the proud parents of five children, ages six weeks to 20 years. Needless to say, they stay busy. Hunter is a junior at Baylor in the School of Nursing. Noah (7) and Jakob (5) are both playing baseball and have plenty of practices and games to attend. Carson likes to go along to baseball games and when they all go to the farm to ride the four-wheelers and feed the chickens.

REACT EMS is proud to recognize Galen Hankal as a Star of Life 2017. Galen is a Field Supervisor and Paramedic for REACT. With 11 years of experience, Galen is a true leader to all personnel and a reliable leader on the most challenging calls.

In addition to his daily duties, Galen is the primary leader to manage and help EMTs and Paramedics looking to join our REACT Team. Galen shepherds the applicants from the first visit through our testing and interviews to selection and orientation, preparing them to be strong assets to our mission.

Galen and his wife, Lezlie, are the parents of Collin (9) and Liam (6). They are an avid baseball family and go fishing with the boys during the off season.

Galen has always shown compassion for his patients and the patients of his crews. Recently, Collin was injured in an ATV accident while visiting at his grandparents’ home. Suddenly, Galen and Lezlie were the family of an EMS patient. Collin was rushed to a rural facility and soon transported by air EMS to the Childrens’ Hospital for his internal injuries. Collin recovered completely, but it was a challenging experience for the whole family. Galen values the role of out-of-hospital providers even more, and his compassion for the families of our patients is even stronger.

Galen is an excellent example of the great EMTs and Paramedics working at REACT. Again, we are proud that Galen Hankal is our Star of Life for 2017.

Debbie became a volunteer for McCurtain County EMS in 1994 when she received her first responder certification, then went on to earn her Paramedic license in 1998.

She has diligently helped her community and Northern McCurtain County by volunteering her skills and time, and by answering the call of duty for more than 24 years. Debbie is known for her compassion for her community, and for going above and beyond to assist any person in need.

Debbie is a role model to others as well, she inspired her husband, Steve, and son, Travis, to take the EMS class and join her in serving the community. Debbie instructs CPR and assisted in instruction EMS classes in her area.

We are proud to name Debbie Prise as a 2017 Star of Life.

Brian began his career with Muskogee County EMS in 1992, having received his certification as an EMT the previous year. Brian initially started in dispatch and spent one fun-filled year telling medics where to go before he joined them and started working on the ambulance. Brian served the citizens of Muskogee County as an EMT-Intermediate for over 19 years. He also holds an associate degree in Police Science.

In 2012 Brian transitioned from the ambulance to the office and became the Administrative Assistant to the Director and Assistant Director. Not as simple as it might sound, this job involves much more than “assisting.” In addition to daily support functions for the Executive Staff, Brian oversees scheduling for 120 medics- including last-minute call-in’s, extra duty shifts, time-off shifts, and serves as the initial point of contact for more than 140 employees. He also orders, oversees, and maintains all the uniform requests and replacements.

Brian is known for his selflessness, hard work, and dedication. Among other awards, In 2012 Brian received the Muskogee County EMS award for the Office Employee of the Year. His kindness, composure, and his ever-present sense of humor have endeared him to all employees. He remains calm under pressure and shows true leadership by quietly going above and beyond to assist all of us in whatever way he can, never asking for acknowledgement or recognition.

Brian is loved by everyone who knows him, and most especially by his girlfriend, Hadee, and by his brother, Randy. On a rare day when he is not at work, Brian enjoys working on his 60 acres and spending time with his friends, family, and his two dogs: Shorty and Natalie.

Because of Brian’s outstanding professionalism and his exemplary performance, Muskogee County EMS is honored to endorse Brian Wood for the Oklahoma Ambulance Association Star of Life Award, 2017.

Matt Williams is LifeNet’s 2017 Star of Life representing our Stillwater, Oklahoma division. Matt is involved in multiple aspects of our EMS service including new employee development, quality assurance processes, education, and multiple leadership roles. He attended Oklahoma State University completing his paramedic education and he is pursuing a B.S. in Emergency Medical Services Administration at Columbia Southern University.

When he is not at work, which is a rarity, Matt spends time with his wife. Felisha, and seven children. They enjoy fishing, traveling, and attending various sporting events.

Marilyn goes out of her way to ensure the crews who are working on holidays enjoy a holiday meal, even coming to the station on her day off.

Whenever her peers face difficult times, whether it be on a professional or personal level, Marilyn has always been the first person to come to their aid, offering them any support she can provide, whether it be a shoulder to cry on, a warm meal, or just simply letting them know that she cares and will be praying for them.

“Derek’s approach to EMS is nothing but patient-centered and team-focused,” explained the person who nominated Derek for the Star of Life award. “He cares deeply about taking the best possible care of his patients in each and every circumstance.”

Derek has received numerous kudos from colleagues and patients, for providing excellent care on critical calls, being welcoming to students, and demonstrating incredible compassion when interacting with suicidal patients and worried family members.

A prolific field training officer, Derek believes that the keys to teaching others are to have patience with and be respectful toward those who are learning, and to realize that no one is perfect—but we can all strive toward excellence.

Life EMS is proud to recognize Derek Vermillion as a 2017 Star of Life.

Derek began his career in EMS in 2010 as an EMT Basic with the Watonga Oklahoma Fire Department. Shortly thereafter, he was deployed to Iraq and Kuwait in the 45th Infantry Division for Operation Iraqi Freedom. In 2011–2012 he was redeployed to Afghanistan for Operation Enduring Freedom.

Upon returning in 2012, he enrolled in Paramedic school at Redlands Community College, completing his degree in 2014. Derek became employed at Life EMS in August of 2015, and has since been promoted to the position of Operations and QA Supervisor.

Derek was instrumental in implementing new mapping system software for the service. He also played a key role in rebuilding the Volunteer rural Service in Watonga to prevent it from closing.

Derek was chosen as a Star by his fellow medics. His passion and pride in his work at Life EMS and Watonga EMS is truly unprecedented.

Life EMS takes great pleasure in presenting Kevin Sodowsky as our Star for the OKAMA Stars of Life event.
Kevin resides in Ringwood, Oklahoma, where he graduated from high school. He then attended Northern Oklahoma College and earned an Associate Degree in Business Administration.

He then moved back to Ringwood and worked for the City of Enid as a Community Intervention Center Attendant and subsequently transferred to the 911 center as a Police and Fire Dispatcher. In 1999 he moved to Houston, Texas and took a position with the Houston Police Department as a Senior Police Telecommunication Specialist. During his term of employment at Houston PD, Kevin helped write the training manuals for the Communication and CAD Systems. Kevin left his job as a Communication Specialist in 2007 to attempt a more regular schedule to raise a family who are near and dear to him and to this day he truly enjoys spending time with his son and daughter.

In July of 2014 the lure of Emergency Dispatch prompted Kevin to accept a position with Life EMS as an Emergency Medical Dispatcher and a member of the Quality Assurance team, as well the Training Supervisor in the Communication Center.

Kevin really enjoys riding out with the medics in order to develop a better understanding of that part of the operations. Kevin lives by the rule that “he knows that he will be going home at the end of his shift and he wants to assure his crews that they will do the same.” Kevin believes that he has found a home at Life EMS, and looks forward to future years with the fellow employees who have become a second family to him. Kevin, thanks for choosing Life EMS as your second family!

Professional, reliable, passionate, caring, and community-focused are the qualities that best exemplify Hughes County EMS Paramedic Estes "Pat" Sherwood. Pat routinely receives compliments from patients, patients' families, and hospital staff. He is well-liked and deeply respected by his peers and supervisors.

Pat joined Hughes County EMS in January 2010, and was promoted to Field Training Officer in 2011. He receive his EMS Instructor certification in 2012, then developed a Hughes County EMS-sponsored EMR class for area first responders. In January 2013, Pat was promoted to Operations Supervisor, a position he held until resigning to focus his attention on becoming a minister. Pat continues to serve as a Field Training Officer, a QA/QI committee member, and service Chaplain.

Pat has developed a reputation as a role model to others, as someone who always has a smile on his face, and as a leader who demonstrates the highest level of compassion for his patients. His work has produced a variety of succcess stories at Hughes County EMS, ranging from patients surviving cardiac arrest, severe trauma, and strokes to bringing new life into this world in small communities around the county.

Pat seeks ways to help out, accepts assignments without complaint, and consistently maintains a friendly demeanor. Pat has more than 20 years of experience in the ambulance industry, and is a key link in the chain of succes at Hughes County EMS. As such, Hughes County EMS and our Board of Trustees are proud to recognize Estes "Pat" Sherwood, NRP, as a 2017 Star of Life.

Scott joined our team in September 2007. Right away he proved himself to be an excellent addition to Creek County EMS by providing reliable patient care and positive attitude. As a result of Scott's attributes, he was promoted to Supervisor and Compliance Resource Officer in October of 2012. Scott is known for his ability to solve problems fairly and with common sense, making him a go-to person among the leadership team.

Scott's patient care abilities are considered exceptional as he treats every patient with empathy and compassion.

In the spring of 2009, Scott responded to an assault victim lying unconscious in the middle of a busy street. As a result of Scott's quick actions and patient care, the patient walked into our headquarters to thank Scott for saving his life after waking up from a 7-year coma. This is just one of many examples of how Scott has proven himself to be a valuable member of our team and the community we serve.

A U.S. Army veteran, Chris Page has been on the EMSA team for a little over a year. Two different people nominated him to receive the award, citing his strong work ethic and excellent patient care. “He is one of the most compassionate medics I have met, and he has an amazing natural intuition of what patients need, whether they are critical or non-critical,” wrote one of the individuals who nominated Chris. One notable call Chris recently ran involved a premature baby born at home, with the umbilical cord wrapped around her neck. The baby was unresponsive, blue and had a slow, weak heartbeat. Chris quickly removed the cord, provided chest compressions and successfully intubated the tiny patient. By the time they arrived at the hospital, the baby had pinked up, become responsive, and had a strong heartbeat.

From the start, Thomas Hovell has proven himself to be mature and wise beyond his years. He is smart, calm, and considerate.

Thomas treats every patient with kindness and respect, and provides incredible medical care. Thomas never fails to lift the spirits of a coworker with a kind word, or to take extra time to ensure a fellow employee understands Hughes County EMS's goals and their role in helping attain them. Thomas is a very strong clinician who works hard to mentor and provide guidance to other staff and students on third rides.

Hughes County Paramedics go out of their way to have Thomas as their EMT partner due to his outstanding work ethic and clinical skills. Thomas is the first EMT ALS-level providers are paired with when they are done with their third rides as Thomas is able to keep them calm and focused.

Finally, Thomas has exceeded all expectations by participating in improvement projects. He is making a huge impact with his insight, input, and work. He has developed into a well-rounded, high-performing employee who manages to balance the interests of our patients, our people, and the Agency.

Not only can Thomas be relied upon to put his best foot forward each day, he continuously strives to make Hughes County EMS a better place to work. He serves as one of our CPR instructors, and when not working on the ambulance he can routinely be found teaching CPR and first aid in local high schools.

In the two years that Thomas has been employed by Hughes County, he has never missed a day of work. He is always first to volunteer for open shifts or to cover the shift of an absent medic.

I am very pleased to announce the EMSStat’s Crimestopper’s Paramedic of the Year is Brandon Gray.

Brandon first joined EMSStat in July 2007. He is currently a Relief Crew Chief, Critical Care Paramedic, excellent Field Training Officer, and the EMSStat’s SWAT Team Commander. In that role, he has been developing the relationship with the Moore Police Department, and EMSStat now trains monthly with Moore PD. Brandon is an excellent preceptor and takes a strong interest in the success of his students.

An excerpt from his nomination states “Brandon is a very important member of our team here at EMSStat and provides excellent leadership in roles such as SWAT Team leader, Relief Crew Chief, and FTO/Critical Care training. B Crew runs much smoother due the hard work of Brandon. He has such a strong work ethic and strives for excellence in everything he does. He provides guidance to others and doesn’t just set a good example, he is the example in which to make comparisons. His medicine is excellent and his patients enjoy his presence. His paperwork is well organized and free of mistakes . Most importantly he is a great person to work with and everyone enjoys working with him. Brandon makes good decisions and is an excellent resource for his peers. Brandon has an impeccable service record here at EMSStat.”

Brandon was a very close personal friend of EMSStat Paramedic Lem Findlay who was tragically killed in an accident earlier this year, and he took the loss very hard. Even so, Brandon was a rock for others to lean on and provided Lem’s wife, kids, and family with support while helping them make decisions and arrangements. “It takes a strong man to pull off that kind of dedication and he did it.”

2017 Stars of Life: James Garvin, Muskogee County EMS

James Garvin began his career in EMS relatively late in life. Prior to becoming an EMT, James worked for 21 years as a machine operator for a nationally known paper production company. During his employment with the paper company, James became a member of the fire brigade and Emergency Response Team. When he retired in 2006, he came to Muskogee County EMS. Since he has been with us, James has furthered his education and is now a Paramedic. In addition to his duties as a Paramedic, James is a supervisor, Field Training Officer, and a certified CLEET officer and tactical medic with the Muskogee Police Department.

James has embraced his new career with passion and professionalism. Soon after he started as an EMT, James saw a need to enhance our service’s mapping programs. On his own time and without expectation, James wrote and distributed a 30 page mapping companion that alphabetized and gave simple, easy-to-follow directions to the most obscure streets, avenues, and roads in our county. Even with our current mapping programs, medics still rely on the directions in James’s map book when they receive a call for an address on an unknown street.

In the last 10 years with Muskogee County EMS, James has received numerous awards and accolades. Some of his many awards include EMT-Basic of the Year, Supervisor of the Year, Paramedic of the Year, Employee of the Month, and most importantly to him, multiple code saves. When asked what he likes most about this job, James is quick to say that it is the satisfaction of knowing he’s helped save someone’s life. “When I get there and they are in cardiac arrest, not breathing, no pulse, and then later they are being discharged from the hospital and sometimes even coming to see you and say ‘Thank you,’ well, it’s just something that can’t be explained. It’s the best thing in the world,” James explained.

When James is not working, he still stays busy. He and his wife, Chanel, recently built a new house on 40 acres, doing all of the work themselves! James also loves to hunt and fish and spend time with his four sons, his two step-sons, and six grandchildren.

Each day James exemplifies the standard for Muskogee County EMS in his professionalism, his compassion, and his exemplary performance. Muskogee County EMS is honored to endorse James Garvin for the Oklahoma Ambulance Association Star of Life Award, 2017.

Debbie Ferguson is a Basic EMT with Woodward County EMS. Debbie has worked for us for 15 years, starting as part time and working into a full time position.

Debbie is fun to be around and she takes her job seriously. She gets along with coworkers and patients and is very capable of working with the ALS providers as she knows how to set up equipment for their needs. Debbie is great at teaching the new hires the daily routine. She teaches the importance of checking, cleaning, and restocking units as well as maintenance of the ambulance base. Sweeping, mopping and laundry are not skills that are taught in EMT classes, but they play an integral part in the day to day operations of EMS. Debbie sometimes has to be the “mom”.

Debbie also maintains the inventory, and restocks and rotates supplies assuring the readiness of our Regional disaster response equipment.

We are also proud to name Debbie as a Star of Life.

Andrea Earley has a bright spirit and a heart to serve her community. She is a great Paramedic, but her real talent shines through the amazing community events she develops as the Public Event Coordinator.

Andrea organizes activities with the Ardmore Touch a Truck, Kid’s Day in the Park and citywide bicycle safety programs. She sets up and promotes numerous area school crash bashes for drunk driving awareness education of high school students.

Andrea designs and sells company t-shirts for breast cancer awareness, then donates the proceeds to support those fighting cancer. This year, Andrea voluntarily coordinated the emergency care and medical support for the 2017 Tim Tebow “Night to Shine Event,” a special needs prom night celebration.

Andrea is always willing to jump in and help serve people, and she always pushes for positive promotion of EMS within the community. Her heart to serve goes beyond just working in EMS, as she is truly a shining star in our community.

Watonga EMS is proud to submit Josh Boden as an OKAMA Star of Life. Josh, a Watonga native, is a very driven person, and is passionate about his role as Director of EMS.

Following graduation from Watonga High School, Josh began his life of service by devoting five years to the Army, during which he attained the rank of Section Sergeant. His service included a deployment to Iraq for Operation Iraqi Freedom.

When Watonga EMS was on the verge of closing its doors in early 2016, Josh played a significant role in reorganizing the Service and mapping out a sustainable plan for its future. This was accomplished in a period of one month. Licenses were obtained, State inspections were successfully accomplished, and a third party billing company was contracted to address all of the issues on the billing side of the operation.

Shyla Teply, Watonga City Clerk, noted that, “Josh Boden has gone above and beyond what was expected of him as a Paramedic, father, volunteer Fireman, and citizen of our community to assure our City that a well-trained staff was operational within a very short period of time. I strongly believe that without Josh and his staff’s quick response to the need, our community could have experienced a tremendous loss. They are very professional in every way.”

Devin joined EMSStat in August of 2015 in the role of EVO as part of the Moore expansion. He is currently in Paramedic school and will graduate this spring.

Devin personifies hard work and dedication. Devin was hired as EMSSTAT expanded into Moore and in that push to hire high quality EMT’s/Paramedics, we definitely found what the department was looking for.

Devin will frequently accept last minute requests to fill open shifts and he will do so without hesitation or complaint. Devin frequently cancels personal plans and rearranges his schedule to meet the department’s staffing needs. He does so out of a deep sense of duty and responsibility.

In his short time at EMSSTAT, Devin has garnered the respect of his peers and has even earned a spot on the EMSSTAT Disaster Medical Response Team (DMRT). EMSSTAT’s DMRT is one of only two such teams in the state. This is an all-hazards team tasked with responding to disaster and mass casualty events anywhere in the state of Oklahoma for up to two week deployments. Devin has quickly become a dedicated and important member of the team. Devin strives, always, to provide support and solidarity to his crew mates.

Devin makes extremely valuable contributions to NRHS/EMSStat each day and demonstrate the ICARE behaviors very well.

Jackie Adams has been with Woodward County EMS for 37 years. She began her career as an EMT Basic, then continued her education to the Paramedic level. Jackie is an employee that goes above and beyond what is required of her. She has volunteered to cover extra shifts and is the one to call when help is needed in a hurry for high call volume. Due to paramedic shortage, Jackie has been called on to make more than her share of ALS emergent long distance transfers, many in the middle of the night. The long distance transfers are usually at least 140 miles. Jackie also supports the mission of Woodward County EMS and is a great historian to the new employees.

We as an industry are facing incredible reimbursement and funding issues as well as regulatory concerns at a local, statewide and national level. The challenges facing ambulance providers in Oklahoma are more complex than ever and only through your support can the Oklahoma Ambulance Association continue to work on your behalf. OKAMA, was contacted last week and asked to support HB 3126 (Rep. Josh Cockroft and Sen. Jason Smalley) creating the Oklahoma 9-1-1 Management Authority Act. The Association worked quickly to study the proposed Act and to contact expertise on the subject matter. After study, careful consideration, and the valued opinion of 9-1-1 managers and directors, OKAMA has elected to Strongly Support the Act and to assist in any way possible with the passage of the legislation. OKAMA is dedicated to providing the best possible emergency services and the highest quality out-of-hospital healthcare and transportation to any citizen that might have an emergent illness or injury. A quality, highly functioning communications system that will help us respond to the location of the emergency is a vital element to our objective and strongly desired.

The Oklahoma Ambulance Association is now accepting nominations for the OKAMA Stars of Life ceremony. Each nominee will be recognized at the Annual Star of Life Award Banquet to be held March 30, 2016. Eligible nominees include all levels of EMT, billing personnel, and dispatchers. In the past, employees have been nominated for excellence, integrity, leadership, loyalty, respect, or selfless service to their organization. Recognize your employees who help to achieve the mission of your EMS service; this recognition demonstrates a respect for your employees. OKAMA wants to see this recognition on a local level as well as on a national and statewide basis. At the OKAMA Stars Banquet each star will receive a Star of Life trophy, a Star of Life pin, and a copy of the video that will be shown during the event. The nominees will also be considered for an all expense paid trip to Washington D.C. The chosen nominee will represent Oklahoma at the National Star of Life ceremony presented by the American Ambulance Association. This year's conference provides a "can't miss" session bringing representatives from the Drug Enforcement Agency, the Oklahoma State Department of Health- EMS Division and the Oklahoma Bureau of Narcotics together to talk about federal and state regulations and increasing compliance requirements among ambulance providers in our state. For the past five years the Federal Drug Enforcement Agency has been working with Texas EMS providers to ensure that all federal regulations governing the use of narcotics in EMS are followed. It's now Oklahoma's turn. Oklahoma EMS providers must meet all regulations for DEA, Oklahoma Bureau of Narcotics and Dangerous Drugs (OBNDD), and the Oklahoma State Department of Health. January 22, 2014 To All Members: There was an error in scheduling this year's Stars of Life event and we wish to make the following corrections: Spring educational conference is April 1, 2014 at the Oklahoma History Center Stars of Life Banquet and Awards Ceremony is April 2, 2014 at the Oklahoma History Center and Miss Oklahoma will still appear and give a brief speech during the event. We are also planning our usual EMS Day at the capitol at 10:00am on April 2 and are urging our star's to also attend this event followed by tours in the Oklahoma City area being determined as this announcement is released. We again urge all member agencies to submit nominations for Stars before January 31 so we can make two selections, one from a rural service and another from a large service that will be sent to Washington, DC to attend the American Ambulance Association Stars event at the end of March.

Due to a scheduling mix up the Educational Conference will be on April 1, followed by the Stars Event on April 2. The deadline for Star nominations remains on January 31, 2014. All nominated Stars will be featured during EMS Day at the Capitol at 10am, April 2 and will then be hosted during yet to be announced tours in the OKC metro after the capitol event. While the Stars event is open only to member EMS agencies, there is still time to send in new membership applications to OKAMA and be eligible for this show case event. This year OKAMA has confirmed that Miss Oklahoma, Kelsey Griswold will attend to sing our National Anthem and present a short address to those in attendance. Long time EMS Director dies

Former Buffalo EMS Director Susan Harper passed away just after Christmas after suffering a long illness. Susan was a vital part of EMS in northwestern Oklahoma for many years and served on a variety of EMS-related boards, as well as being employed with the state Health Department Emergency Systems. As of this release funeral arrangements had not been disclosed.

Oklahoma Emergency Response System Stabilization and Improvement Revolving Fund

Ladies and Gentlemen: The Oklahoma Emergency Response System Stabilization and Improvement Revolving Fund for fiscal year 2014 is about to begin. The Department plans on releasing the Request for Proposals during the week of April 8.

The Department will be distributing: $2,307,309.30 This is a large increase from last year's dispersal, thanks to an increase in collections into the fund. At this time, we are scheduling the pre-proposal conference for April 15, 2013. We will be meeting in room 806 of the Department. There is a procedural change as well as a change to the application this year.

The procedure for application this year is this: 1.Submit RFP before Deadline 2.Procurement Review for contractual requirements 3.Emergency Systems review for proposal content 4.Panel Review. If an RFP does not contain the required information, then it will not be sent to the panel for review. The information required will be detailed in the PowerPoint on the website as well as described at the pre-proposal conference. The application has been modified to show what is expected to be received. Additionally, the benchmark section of the application has been modified. Examples of benchmarks have been included. These are examples only.

Any questions we receive after the RFP is released will be answered on our website. Direct answers will not be able to be provided due to state contractual regulations and statutes.

Oklahoma 2013 Draft Medical Protocols

The Oklahoma State Department of Health-Emergency Medical Services has posted on its web site, the 2013 draft medical protocols for Oklahoma, developed through a contract with The Oklahoma University College of Community Medicine. At this time the State is soliciting feedback and comments from all interested parties. The public comments will be discussed at the next Medical Director Sub Committee meeting on August 15th. National EMS Memorial Service

The mission of the National EMS Memorial Service is to honor and remember those men and women of America's Emergency Medical Services who have given their lives in the line of duty, and to recognize the sacrifice they have made in service to their communities and their fellow man. Each year, hundreds of family members, friends, coworkers, EMS and political leaders, and colleagues from EMS agencies from around the nation gather together to remember our honorees. The National EMS Memorial is not a single event but rather a weekend of events centered around the ceremony known as the National EMS Memorial Service. The 20th Annual National EMS Memorial Service will take place on June 23, 2012 at 6:00 pm MDT (GMT -6:00) at the Pikes Peak Center in Colorado Springs, Colorado. FY 2013 OERSSIRF Request for Proposals is open!!

Ladies and Gentlemen; I am pleased to announce the FY 2013 OERSSIRF Request for Proposals is open. This announcement is being sent out on multiple distribution lists, so you may receive more than one announcement. Please feel free to share with others that may be interested.

The OERSSIRF page on the EMS website provides a timeline for questions, the pre-bid conference, and when the proposals are due. The dates for evaluating the proposals will be May 31, 2012 and June 1, 2012. Evaluations will be conducted in Room 1102 at OSDH from 9:00 A.M. to 5:00 P.M. each day. If you would like to serve as an evaluator for the proposals, please let me know.

For those companies that have had TrailBlazer as their Medicare Administrative Contractor, you will notice the similarity with the lists of medical conditions that TrailBlazer uses. One list is for transports to the hospital and the other is for transports from the hospital. You should always try to use an ICD-9 code on one of these lists, in the first position, any time possible.

CMS Final Rule - Accountable Care Organizations

CMS issued its final rule regarding Accountable Care Organizations. This final rule includes multiple modifications to the proposed rule that CMS issued in March. The central idea is that providers will voluntarily come together - in order to get paid - as Accountable Care Organizations (ACO's). They will provide care for a geographical region, and contract for services like ambulance transport, hospitalization, primary care doctors, etc. Attached is an article and chart published by Acting CMS Administrator, Don Berwick in the New England Journal of Medicine. OERSSIRF Evaluations

Good Afternoon Ladies and Gentlemen; A few weeks ago, we sent out notifications regarding the Oklahoma Emergency Response Systems Stabilization and Improvement Revolving Fund, or OERSSIRF Grant Project. In order to complete the process, the Department needs nine persons to review and score the proposals. So, this is a request for persons to serve as evaluators. The requirements are: 1) Not be affiliated with an agency or entity that is submitting a proposal. 2) Be available for the entire review process. The dates we have set aside for the reviews are June 13, 14, and 15. We do not know how long the review process will take, but each reviewer should be prepared to stay for the three days. The review process is open to the public. However, there isn't any interaction between the reviewers and the public. The Department is unable to pay for your lodging, meals, travel, or your time. A drawing will be held on the morning of Monday, June 13 to determine the nine persons that will serve on the review panel. Persons willing to serve on the panel need to be in Room 806 at the Health Department at 0830 in order to take part in the drawing. Thank you for your consideration in this matter. We appreciate your willingness to volunteer for this project.

Last year, the Department dispersed approximately 1.2 Million Dollars to EMS Agencies. That was accomplished because volunteers were willing to serve as reviewers for the proposals we received. OKAMA Mourns the Loss of Tim Sinor, Sinor EMS

The EMS community in Oklahoma lost a pioneer and long standing OKAMA member Saturday August 8, 2009. Tim Sinor, owner of Sinor EMS, headquartered in Clinton, Oklahoma was involved in a motorcycle accident in Sturgis, SD while there on business and did not survive. Our thoughts and prayers go out to Timâs wife Linda and family. Timâs funeral will be held Wednesday August 12th at 2:00pm at the First Christian Church of in Clinton, 111 S. 28th Street , Clinton, OK 73601. The Tim Sinor Memorial EMS Scholarship Fund has been established and Memorial Fund contributions may be sent to the Troy Lee â Kiesau Funeral Home, 2500 W. Modella Avenue, Clinton, OK 73601.
